Scandia's Development Code - Chapter 4 regulates the mining of sand and gravel and related activities (such as processing and asphalt plants.) Each operation has a Conditional Use Permit and is also required to obtain an Annual Operators Permit. These permits are both on the Planning & Zoning Application Form.
